Preconstruction Manager

Job Responsibilities:
Involved in request for proposal responses (RFP’s) and the formal presentation for a project
Responsible for overseeing several projects of varying stages at once
Attend business development and other industry events as necessary to enhance market awareness and industry knowledge
Develop and maintain relationships with vendors in order to establish competitive or preferred pricing for products or services
Oversee project during Preconstruction Phase from Estimating Phase through handoff to Operations, following established RC agile workstream
Collaborate with Proposal Coordinator and PM as necessary to assist with proposal preparation, including technical proposal requirements
Review and understand all bid documents and assess project risks
Perform value-engineering study of project for potential reduction of overall project cost
Lead team of Estimator(s) and/or Office Engineer(s) for quantity takeoff, estimate preparation and estimate review meetings
Prepare pre-bid schedule that clearly defines strategy for construction of project within project specific constraints set forth in solicitation and/or bid documents
Collaborate with Operations team to determine labor and equipment resources required for each project
Collaborate with Estimators and Office Engineers to assemble a complete estimate package that clearly communicates project cost
Compare and analyze competitive subcontractor and supplier bids
Evaluate project costs and collaborate with Executive Management for project markup and fees
Participate in, and sometimes conduct, Internal Project Kickoff Meeting within 5 days following award of project
Prepare Original Job Cost Estimate, Procurement Plan, and Initial Schedule for awarded projects through collaboration with Project Manager
Ensure initial project setup is completed to RC standards in a timely manner following award of contract
Make subcontractor award recommendations to Project Manager/Operations Team and assist in the negotiation and finalization of subcontracts with trade partners during buyout phase
Conduct periodic meetings with Project Management team during Preconstruction phase to ensure procurement, preconstruction submittals, and all other preconstruction related activities remain on schedule
Conduct project handoff meeting with Operations to review budget and other important project metrics prior to construction
Participate in, and sometimes manage, Design Phase of Design/Build projects, including conducting Technical Review of design packages
Collaborate with Operations team for finding innovative solutions to complex issues as they arise related to cost, lead-times, trade partners, and/or specified products or materials
Collaborate with Operations team to schedule projected manpower and equipment for projects on WIP Schedule
Gather and analyze historical data (cost, production, duration, etc.) from past/on-going projects for use in future estimates
Collaborate with Project Managers as needed for project financial and productivity projections throughout construction phase of the project
Collaborate with Accounting and Project Managers throughout construction phase to track costs, labor and equipment hours, and production units to ensure project goals are met and for tracking of historical data for future estimates
Responsible for ensuring preconstruction quality testing and paving mix design submittals are completed in accordance with project specifications in a timely manner to not delay overall project schedule
Participate in, and sometimes conduct, Post Project Debrief Meeting to review final project financials, productivity, performance evaluation, and discuss improvements for future projects
Provide leadership and mentoring to less experienced estimators and Office Engineers
 

Job Qualifications:
Must be able to obtain/maintain and military base and airport AOA access
3-5 Years’ Experience in Construction Project Management and Estimating
Bachelor’s Degree in Engineering or Construction/Project Management
Strong verbal and written communication skills and the ability to deal professionally with all managers, employees, vendors and customers
Excellent problem-solving skills
Proficiency with Unified Facilities Criteria, United Facilities Guide Specifications, FAA Standard Specifications Guide, and other industry standard design guides
Proficient computer skills in Microsoft Office Suite, estimating software (Timberline or similar), take-off software (On-Screen Takeoff or similar),3D-Modeling tools (Agtek, Carlson, etc.) project 
management software (Procore, Sage or similar), and scheduling software (Primavera or similar)
 
Physical Demands
PHYSICAL DEMANDS:
 
Must be able to sit for long periods of time
  Ability to frequently repeat the same movements with arms, hands, wrist, and fingers. (Use fine   manipulation, frequent to constant traditional keyboarding)
Use fingers to grasp, move, or assemble small objects
Ability to seldomly lift < 50lbs
Ability to reach overhead, at or below the shoulder
Ability to see details of objects that are less than a few feet away
Understand the speech of another person
Speak clearly so listeners can understand
Ability to focus on one source of sound and ignore others
